Folder Naming Preference

the-government subfolders

Use underscores as word separators in the-government diataxis subfolders:

information_reference/Reference material — facts, specs, transcripts
how_to_guides/Goal-oriented procedures for competent users
tutorials_learning/Step-by-step learning experiences
understanding_explanation/Understanding-oriented, "About X" documents

All other directories

Use kebab-case (hyphens) for all other directories:

Why the split

the-government folders use underscores because they are diataxis categories — structural classifications, not descriptive names. The underscore visually distinguishes classification from description.
